The North Broad Community Coalition, Logan Square Neighborhood Association, West Poplar Community Development Corp., and Callowhill Neighborhood Association, and the Church of Jesus Christ of Latter-day Saints signed the agreement Thursday. It calls for them to not oppose Blatstein’s application for the city’s remaining casino license. The document also states that the community groups would have preferred that the property be developed differently.

Although developer Bart Blatstein‘s proposal for the Provence Resort & Casino is just one of several to be considered for Broad and Callowhill, it did receive a huge boost today: Blatstein has announced that chefs Tom Colicchio and Andrew Carmellini are now attached to the project.

But if you want to claim that gentrification is pushing out Chinese immigrants, you can only consider the part of Chinatown that historically housed immigrants. Callowhill, or Chinatown North, never did. Considering Callowhill is not historically part of Chinatown, you could even make the opposite argument, that Philadelphia’s historic Chinatown is not only winning the war against gentrification, but actually growing.

Interestingly, Tsui even mentions our Chinatown’s deplorable lack of greenspace and the dire need for parks on behalf of its residents. While the Callowhill Neighborhood Association has been advocating for the conversion of the Reading Viaduct into a park, who’s been the park’s most vocal adversary? The PCDC.

Though plans in many cities have a long way to go before becoming reality, a point in favor of reuse is that it can be cheaper to renovate old rail structures than to tear them down. The Reading Viaduct, an old elevated railway line in Philadelphia, would cost $50 million to demolish versus $36 million to retrofit, according to the Center City District, a business improvement group.
